   "Proposals submitted by the newest Honored Speaker, as they were indeed sent
to the old Revered Speaker before the new Illustrious Speaker took Office,
shall remain valid Proposals, and shall be voted upon by the Voters as normal,
even if these Proposals had not been announced by the old Venerated Speaker
prior to the new Virtuous Speaker taking Office."

The Judge for this Statement shall be Deb and Bob <thomson@netcom.com>,
according to Rule 214. As per Rule 215, Deb and Bob have one week in which to
return a Judgement, or they shall lose 10 points.
