1. This is a pledge called the Subsidy Market. root may terminate or
modify this pledge at any time by announcement, provided e does not
have any outstanding obligations arising from it.

2. Each week, root SHALL request Federal Subsidy, if eligible. root
SHALL proactively destroy lands in eir possession as necessary to
ensure e meets the eligibility requirement each week.

3. Each week that root's caste is not Beta at the beginning of the
week, root SHALL transfer one land and one Water Rights Voucher to the
first farmer who decreases root's caste (if it is Alpha) or increases
root's caste (if it is less than Beta).

4. Each week that root's caste is Beta at the beginning of the week,
root MAY announce one task to be completed for subsidy. E SHALL
transfer one land and one Water Rights Voucher to the first farmer who
completes that task.

5. When a farmer performs an action that would qualify em to receive a
land under the terms of this pledge, e may specify a particular land
in root's possession. The land transferred to the farmer SHALL be the
specified one, if possible.
